DO I QUALIFY?

EnVIsion Tomorrow Recovery Program

The VI Housing Finance Authority is introducing the EnVIsion Tomorrow Homeowner Reconstruction Rehabilitation Program intended to repair and reconstruct the damage caused by Hurricanes Irma and María.  

WHO IS ELIGIBLE TO APPLY?

  • Citizenship/Residency & Income Requirements – Must be a U.S. citizen or legal USVI resident.
  • Must meet HUD requirements of low-to-moderate income or urgent need.
  • Ownership & Primary Residency – Must prove ownership & primary residence as of September 2017.
  • Storm Damage – Property damage must be caused by Hurricane Irma and/or Hurricane María.
  • Eligible Structure – The damaged property must be one of the following eligible structure types:
    • Single- and double-unit family home
    • Mobile home
    • Condominium
Note: RVs including travel trailers are NOT eligible.

WHAT DOCUMENTS WILL BE REQUIRED? *

Proof of Citizenship & Residency

Documents include:
  • U.S.V.I. Driver’s License
  • Birth Certificate or other Government-issued proof of compliance

Proof of Ownership

Please provide one of the following documents:
  • Deed (preferred)
  • Title report (issued by a licensed title insurance company)
  • Tax assessor records
  • Other legal documents (to be reviewed on a case-by-case basis)

Proof of Income

Please provide one of the following documents:
  • Most recent W2
  • 3 months of income source documents for all household members to determine annual household income (e.g., wage statement, interest statement, unemployment compensation statement) for the family
  • Most current year Federal income tax return (2018)

Proof of Occupancy

Please provide one of the following documents:
  • FEMA IA award letter
  • 2017 Homestead or other exemption verified through Territory property tax records
  • Other documentation from the time of the disaster:
    • Bill, statement, or letter from one of the following. The bill/statement/letter must be from the month before or the month of the applicable disaster, and must match name and address on the Program application.
      • Electric
      • Gas
      • Water
      • Trash
      • Sewage
      • Cable
      • Landline phone
      • Credit card
      • Bank statement
    • Voter registration records & driver’s license that match the name and address on the Program application.
